Revolutionising Public Service recruitment approach in Singapore
The Problem
Recruitment in the Public Service is primarily reactive. Agencies post jobs and wait for applications. This is not ideal because:
Timing Mismatch
The current 2-week job posting window creates missed opportunities between qualified candidates and possible jobs.
Limited Visibility
Not all agencies and jobs have high public visibility. Some agencies/jobs struggle to attract talent, despite offering meaningful career opportunities.
Limited Volume
If there is a new area of demand, agencies find it hard to ramp up application volume.
What We Discovered
Through our stakeholder consultation and market analysis, we found that:
Candidates desire broader exposure to Public Service opportunities.
Recruiters need a more cost-effective way to source for specialised talent.
Both parties seek more efficient matching mechanisms.
Why This Matters
Potential candidates with hearts to serve miss their opportunities to join the Public Service to serve Singapore and Singaporeans.
The Public Service has a limited candidate pool. And if there are no suitable candidates, this leads to longer hiring timelines, increased recruitment costs, and potential talent gaps.
Our Solution

We designed Orion as both a profile-builder and talent discovery platform. With this platform, we can connect potential candidates with public agencies.

Outcome We Want To Achieve
This expands the candidate pool, enables better matching between candidates’ competencies, and Public Service opportunities, and can support volume hiring needs without increasing recruitment costs.
What Good Looks Like
Our success metrics include:
Onboarding at least 100 candidates within the first three months
Achieving 75% satisfaction rates from both candidates and recruiters
Ensuring 30% of registered candidates receive recruiter outreach
Next Steps and Future Vision
Short-Term Plans
Launch MVP with core features
Gather user feedback (from both candidates and recruiters) and iterate
Expand agency participation
Long-Term Vision
Integration with existing Public Service HR systems
Enhanced analytics and recruiter-candidate matching algorithms
Expanded features based on collected user behaviour and feedback (e.g. bookmarking of candidates to a “Futures” collection for future outreach)

Step 1 - Candidates, build your profile
Candidate's flow: A candidate's main aim is to submit his/her contact details, resume, and job preferences to put themselves up for Government recruiters to contact them. Essentially, "open to public service work".
Step 2 - Recruiters, hunt for your talents
Search by your job description - via URL or Text
Recruiters can simply upload a job description URL, and our site will find the most relevant candidates for that job, and surface them to the recruiters.
Search the whole pool of candidates and filter to match your job description
Recruiters can also see some useful information about the candidate that is automatically summarised by AI, such as years of experience, work experiences, education, and why this person is a good fit.
To Sum It Up
Our aim is to create a pool of candidates for recruiters to be able to easily find suitable candidates for the public service and take on a pro-active approach, rather than waiting for candidates to apply for their job openings.
